Safe Neighborhood What Does That Mean?

This post was actually inspired by the photo above of a home with bars on all the windows and doors including around the window air conditioning unit. My first thought was that the house didn't look as though it was in a "safe" neighborhood. That reminded me of the statement I often get from clients...I want a "safe" neighborhood...a request that we often all get as Realtors at one time or another. Maybe what's not so obvious about this request is that "safe" means different things to different people...it just depends on who's asking the question and their past circumstances.
The photo below is in a nearby neighborhood and priced within $2,000 of the home above. I'm guessing most of us would agree by what we see in the photos that the below photo might be considered in a safer neighborhood. Of course not something we can generally talk about as agents, but I will offer this to clients: "I suggest you call the local police department if you are concerned about the safety of the neighborhood you want to live in". Someone used to living in gated communities all of their life might consider a non-gated neighborhood un-safe. Another may consider living on a busy street not to be safe or perhaps being located in a cul-de-sac is viewed as safe over a corner lot. What does safe mean to the person living next door to the home with all the bars on the windows...bars on their windows as well? High police presence? Community watch groups? Living close to a fire or police station? Low crime rates or no known felons living in the neighborhood? Maybe having a fire hydrant in the front yard is a safe thing?
Safe to me means I can leave the windows open at night or the doors unlocked during the day and there are neighborhoods where I feel that's possible, however few.
